Draft scanning spec

I've written a draft spec for scanning for BLE advertisements, at
https://github.com/WebBluetoothCG/web-bluetooth/pull/239. Let me know what
you think.

We don't plan to implement it in Chrome until after the GATT communication
ships, but we wanted to make it available so folks can see roughly where
we're heading in the long run.
