https://github.com/WebBluetoothCG/web-bluetooth/pull/278 adds an
acceptAllDevices flag to RequestDeviceOptions that says to do an
unrestricted scan and show all discovered devices in the chooser. Pros and
cons were discussed in
https://github.com/WebBluetoothCG/web-bluetooth/issues/234. Let me know
