Actually maybe I have this backwards. Being explicit with startNotifications and stopNotifications is not that strange. It is helpful for debugging to have the precision of knowing when start and stop happened. The strange bit is the ability to register multiple event listeners. Managing the event listeners internally is less opaque than managing start and stop internally. I'll go ahead and close this issue.
