This issue really is about implementation of the proposed Web Bluetooth Scanning API in Google Chrome, so I have created an issue on the Chromium issue tracker: https://bugs.chromium.org/p/chromium/issues/detail?id=841077 Note, there is no one currently tasked with implementing this feature. Please star the issue if you are interested in this API.
