[web-bluetooth] Consider exposing a connection's RSSI

Although 
[`BluetoothAdvertisingEvent`](https://webbluetoothcg.github.io/web-bluetooth/#bluetoothadvertisingevent)
 includes an `rssi` field, the UA can also get a received signal 
strength from the latest packet in a connection. We should look into 
exposing the most recent signal strength on `BluetoothDevice`, maybe 
along with the time it was measured.
