Minutes from Media Timed Events call 21 February 2022

Dear all,

The minutes from the Media & Entertainment IG, Media Timed Events call on DataCue API and SEI events are available [1].

We continues discussion of H.264 / H.265 SEI (supplemental enhancement information) events API proposal [2].

* Update the explainer to mention interaction with EME
* Add more detail on use cases
* Describe synchronization requirements
* Raise an issue to discuss possible use of the DataCue API for SEI events
* Update the explainer to mention WebCodecs requirements
