Minutes from WICG DataCue API call 22 March 2021

Dear all,

The minutes from today's WICG DataCue API meeting are here:

There were three action items:

* Chris to ask Cyril about ISO BMFF box parsing and the MSE append error algorithm
* Investigate if timestampOffset is applicable for emsg box timing calculation (Iraj?)
* Chris to capture questions as GitHub issues for follow-up

I plan to hold meetings more frequently than once per month, to try to make faster progress. Meetings will continue to be on Monday at 8am US Pacific.
