* Refresh wording to match latest version of charter template

Charter template is visible at:

Main change is the mention of the Code of Ethics and Professional Conduct.

Some minor changes to adjust wording here and there, notably in the Coordination
section. The updated text does not use the exact same wording as in the template
because the template is focused on groups producing normative specifications,
and the Interest Group will not develop such specifications.

* Refresh names of groups listed in Coordination section

- The WebVR CG is now called Immersive Web CG
- There was a typo in the name of the HTTPS in Local Network CG
- WICG incubations that were mentioned transitioned to a WG, text now mentions
new media-related WICG proposals
- Add GPU for the Web WG for possible intersection with media processing and
media rendering in 3D scenes.
- Add Games CG which explores the "Entertainment" part of Media & Entertainment
