Re: [media-and-entertainment] Use Case for Bullet Curtain (#15)

Here's an update, to track progress of discussions on bullet chatting.

This was discussed at the M&E IG meeting at TPAC 2019 ([minutes][1]), then in a joint meeting with the Timed Text Working Group ([minutes][2]).

Here are the minutes from the M&E IG calls that previously covered this topic: [January 2019][3], [August 2019][4].

There is now a [Bullet Chatting CG][5]. The M&E IG is interested in helping to identify API gaps in the web platform to help determine what needs to be standardised to support this use case.
