I believe your understanding to be correct.

It does. We have text in the [Gap Analysis section](https://w3c.github.io/me-media-timed-events/#using-cues-to-track-progress-on-the-media-timeline) to describe current behaviour allowed by the HTML spec, which leaves room for variation between implementations.

[Here](https://w3c.github.io/me-media-timed-events/#synchronization) is the current recommendation we have. Is there anything we want to add or change, to either the recommendation or to the gap analysis?
