This is important as it makes interoperability more difficult. It would seem to me that zero duration cues should be included in the `activeCues` list.

What's the best way to get this fixed? Is a recommendation to fix this variance between implementations included in this document? Or should it be handled outside this document, since maybe it's broader in scope?
