This update re-shuffles the contents of the "Reduce device fragmentation" section to address feedback received in #6, and notably to:
- clarify that fragmentation is not only triggered by lack of firmware updates
- mention regional differences across standards as one of these reasons
- clarify that there are multiple reasons why firmware updates may be difficult on CE devices
- improve the description of the Web Media API specification to avoid use of "baseline" which could be incorrectly interpreted as being an attempt to create a profile of the Web platform, and detail the intent.
