[Cloud Browser] Only W3C members can join the call (was Re: First Call will happen on Jan 20

Hello IG public mailing list subscribers,

Regarding the Cloud Browser TF first call we'll hold a few hours later, note 
that only W3C members can get the call details from the member archive and 
participate in the call.

Please take a look at "4. Participation" and "5. Communication" sections in the 
group charter. [1]

I'm sending this because I've received questions from a few non-members about if 
they can join the first call.

If you are not a W3C member but interested in this work, please contact me at 
yosuke@w3.org. I'll talk to you after the first call to figure out what we can 
do about your participation. (Basically the organization you belong to need to 
become a W3C member.)
