W3C spec update: High Resolution Time

Hi all,

Passing on this information as it may be of interest, especially to
those looking into synchronization and timing accuracy.

There is a working draft High Resolution Time specification which has
just been updated by the Web Performance Working Group. One of the
changes is that time resolution is now clamped to 5 microseconds.
