Having two distinct group with very similar membership working on the same topics is precisely what I am trying to avoid, not achieve. I think you may be over-estimating what the CG is working on. It's a far tighter focus that the IG's work, and likely not everyone will be interested. IIUC, it's just about re-writing some of http://www.w3.org/html/wg/drafts/html/master/embedded-content-0.html#sourcing-in-band-text-tracks and making it more generally useful to different file formats.
