Mark, The accessibility point was raised in the CSS discussion on the topic. The plan was never to eliminate the feature, but to move it to CSS UI 4. CSS UI 3 is in CR and needs to get out. That is why the test cases are so significant. FYI, I'd also think that these APIs would be of interest for certain accessibility devices which need UDLR navigation, but I'd defer to the accessibility experts on that.
