Proposed scope addition to charter update

Hi all,

For the rechartering [1] of the Web & TV IG I would like to suggest and get your feedback on the following addition to "2. Deliverables":

A new topic "Ad Insertion: investigate requirements for access to the media stream, enabling local Ad insertion." By "local Ad insertion" I mean at least ads that are inserted under control of the app, from cached or externally referenced content sources. But use case exploration would be one of the activities.
