RE: webtv-ISSUE-24 (igarashi): Local Link of web applications [HOME_NETWORK_TF]

Hi all,

To clarify the points of the comments, I have added the two following notes in the description of ISSIE-24. 

- Note that the applications may not necessarily be provided by the same distributor or service provider.
- Note that the application may not necessarily to be an web application as long as it communicates by the same network protocols as the user-argent does.
