Yes. To provide feedback on the HTML5 Last Call working draft, the best is to use Bugzilla. There are instructions in the "Status of This Document" section of the spec:
  http://www.w3.org/TR/html5/#status-of-this-document

Such a comment would be on your own, not on behalf of the IG. If you want the IG to issue some official comment, more discussion within the group is probably called for. I'm not sure I get the issue you're pointing at correctly, there does not seem to be a direct connection with the Home Network Task Force, so an IG-wide discussion on the mailing-list seems more appropriate than an HNTF issue.
