- Igarashi's issue: ISSUE-24
- Matt's issue: ISSUE-19, ISSUE-20, ISSUE-21, ISSUE-22

Note: I think we should clarify Russell's viewpoint first before
we continue the discussion. So I'd suggest we start with ISSUE-17,
etc. this time.
