Thank you Bob. This addressed my previously raised issue on the mailing list.

Only two comments on the "Possible solutions" area.
1. The metadata may have modified and not only added or removed. An example is that the manifest may not reflect the actual data conveyed in the stream. [Bob: I don't understand what you mean. Can you give an example how this can occur?] Or the description for a track may have changed from one program to another but still be english language. In this case the track id may still be the same. [Bob: What do you mean by "description of the track"?]
2. If there is a metadata change is it possible to give an indication of which track so not all tracks need to be checked again. [Bob. This is a good comment. Is Ericsson a W3C member? If so, it would be good for you to add this comment to the bug. The more people that appear to support this bug, the more likely it will be acted on.]
