Publisher requirements, part 2: reporting

Hello Web Advertising BG,

I'd like to add another agenda item on publisher requirements, this time
focusing on reporting.

This should outline the normal reporting requirements, as well as a few
others that are not as common day to day, but possibly important.  For
example, a site maintainer may need to know when a new browser release
being pushed out to users is incompatible with some reporting functionality
on their site, or a site may need to be able to generate a report showing
that a particular problem ad did _not_ appear there again after they
blocked it.

Happy to answer any questions on the list beforehand.
