[agenda+] MURRE

Hello, everyone,

At NextRoll, we have spent some time thinking about the "optimization"
problem. We have a proposal, MURRE, which is a mechanism for the browser to
report differentially private vectors for machine learning datasets.

It also contains a literature review on local differential privacy
mechanisms which we think is useful for a more general discussion than just
MURRE specifically.

We'd like to add this to the agenda for discussion.
