This is a write-up of the proposal I verbally outlined a few weeks back with a bit more detail.

Right now, without having tested this idea, I cannot say with any kind of certainty that this approach would actually deliver much utility. Testing this is something we could potentially do (with offline simulations) if the Chrome team thinks this general direction sounds feasible and aligns with their vision for their proposed aggregation infrastructure.

If we receive positive confirmation that this approach has promise, and a few details about how we should model the global differential privacy, we could try to run some offline analyses to understand the potential utility such an approach might bring.

Others from Facebook will be on the call and can discuss, but I'm also happy to follow up on GitHub if that's better.
