Updated click conversion measurement API

Hey folks,
I recently made an update to the conversion measurement explainer
<https://github.com/csharrison/conversion-measurement-api> that proposes an
API that is much more concrete. I wasn't able to make the last meeting but
I would appreciate if people took a look at it to see if it satisfied some
of their use-cases.
