Evaluating Procedures Proposal

Hi all,

I saw some leftover comments in the Evaluating Procedures proposal and so I went through and made some suggestions and responded to comments. Would it be alright if the folks who worked on this proposal go through and review the changes/comments I made and let me know if they look okay?
