[WCAG2ICT] Minutes for WCAG2ICT Task Force meeting of Thursday 16th October

Thanks to all who joined today.

We reached consensus on some updates to three flashes or below but unfortunately ran out of time on the other 2 issues.
We will pick up the discussion on Page titled next week. Look out for a link from Mary Jo with all 3 proposals in a single document for ease of reference.
