As an update
I thought the following quote from the presentation slides today made by the EN 301 549 task force  chair/lead 


Work on updating clauses 10 and 11 was not started until the work on the updated WCAG2ICT Task Force
W3C Note had been completed. Completion of this W3C Note was delayed until mid-November 2024.
The major work of updating clauses 10 and 11 on documents and software has been partly completed, but there are still some realignments of requirements needed to correctly reflect the WCAG2ICT findings.
The remaining task is to perfect the way that the requirements are written. There should be no surprise changes of significant consequence.
