Re: 2.4.2 Page Titled (RE:ERROR spotted in WCAG2ICT)

I posted a note to https://github.com/w3c/wcag2ict/pull/624

describing why this pull request is not sufficient.

The problem is still unresolved and we need to change our advice to say that this should not apply to software.
