[WCAG2ICT] Preparation and agenda for the 28 September meeting

The WCAG2ICT Task Force will be meeting on Thursday, 28 September at 10:00 AM Eastern (Length: up to 1 hour).

Meeting Preparation
Be familiar with the SC Problematic for Closed Functionality survey results starting with 2.4.2 Page Titled<https://www.w3.org/2002/09/wbs/55145/wcag2ict-sc-problematic-for-closed/results#xq17>

Meeting Goals
Make progress on SC Problematic for Closed Functionality bullets reviewed in the survey.
