[WCAG2ICT] Prep and agenda for the 21 Sept. meeting

Hello,

The WCAG2ICT Task Force will be meeting on Thursday, 21 September at 10:00 AM Eastern (Length: up to 1 hour).

Meeting Preparation

  *   Read the three additional follow-up responses from Craig Keefner which is on my response thread<https://lists.w3.org/Archives/Public/public-wcag2ict-comments/2023Sep/thread.html>. I'll be asking for agreement that these do not require further response other than to note their existence in the issue.
  *   Be familiar with suggested changes per the closed functionality survey results, starting with SC 2.4.1 Bypass Blocks<https://www.w3.org/2002/09/wbs/55145/wcag2ict-sc-problematic-for-closed/results#xq16>

Meeting Goals
Make progress on the bullets for the SC problematic for closed functionality.
