[WCAG2ICT] Meeting minutes from 7 September

Today we approved the response to the additional public comment, approved the SC problematic for Closed Functionality content for SC 1.4.13 Content on Hover or Focus, and have a good direction set for 2.1.1 Keyboard. Look for the upcoming survey on changes.
