[WCAG2ICT] Sub-group on closed functionality - review draft content

Hi all,

As promised, I made pull request 173<https://github.com/w3c/wcag2ict/pull/173/files> with a first draft of additional bullets for the SC Problematic for Closed Functionality section. The sub-group was unable to discuss any of these proposed changes this week, as only Olivia was able to make the call. Please review and be prepared to discuss in a sub-group meeting on Wed. 28 June at 10 AM Eastern.  I sent a meeting invitation for that additional date. If you didn’t receive it, let me know and I’ll create a new invitation.
