[WCAG2ICT] Meeting minutes for 19 January

Brief summary:

  *   Announcements
     *   Please be sure to check the work for the week<https://github.com/w3c/wcag2ict/wiki/Work-for-the-week> wiki page and try to set aside time to complete active surveys the day before the meeting to give the chair time to organize and make preparations for the Thursday discussion.
     *   If you can’t easily find what surveys are active, go to any survey link (as accessed from the work for the week), and use the Current questionnaires link in the left navigation to see the list of open surveys.
  *   Standup for self-assigned work
  *   Readiness of SC 1.4.12 proposal to incorporate into editor’s draft
     *   Some minor edits agreed upon
     *   Work item: Loïc will propose edits to the note for us to review.
  *   Readiness of SC 2.1.4 proposal to incorporate into editor’s draft
     *   Only 3 responses received, so survey of SC 2.1.4 will be extended to 26 January. Please answer the survey<https://www.w3.org/2002/09/wbs/55145/WCAG2ICTCharKeyShortcuts/> if you haven’t yet!
     *   Discussion of timed character key shortcuts in the context of closed functionality will be continued.
