[WCAG2ICT] Minutes from 6 October Meeting

Summary:

  1.  There have been 4 volunteers for editors, and after a leadership discussion, the persons will be announced next week.
  2.  The bulk of the time was spent to resolve comments and email discussions on the Scope of Work section (Question 2) in Work statement review survey results<https://www.w3.org/2002/09/wbs/55145/WCAG2ICT-work-statement/results#xq4>.
  3.  We achieved resolutions on both the scope of work and Patent policy sections.
