Text to handle my Action-96

Hi gang,

As we closed our meeting today, we noted that my Action-96 
<http://www.w3.org/WAI/GL/WCAG2ICT-TF/track/actions/96> was still 
pending, related to "changes of context" and an edge case I was worried 
about.

for two Notes that I suggest we add to the glossary term "changes of 
context" and to SC 3.2.1 On Focus respectively.

I'm not creating (yet) a survey for this, as I'd like to lump this in 
with an expected survey for my other, final(??), action to revisit 
"accessibility services of software 
<https://sites.google.com/site/wcag2ict/edits-for-michael-post-2nd-public-draft/new-glossary-term-accessibility-services-of-software-and-assistive-technology>" 
(turning it into "accessibility services of a platform"), which will 
likely result in another new key term "platform", as well as further 
minor edits to "programmatically determined" and "programmatically set", 
as well as to Principal 4 and Guideline 4.1.
