WCAG WG update, and a problem we discovered with "programmatically determined/set"

Hi gang,

Today's WCAG WG meeting was completely consumed by their first action 
item - working out details of the new WCAG charter.  We didn't have time 
to discuss anything on the WCAG2ICT survey in the meeting.

However, a few folks did answer the survey, and in doing so found a 
problem with how we incorporated the new term "accessibility services of 
software"

into our two glossary terms "programmatically determined"

and "programmatically set" 
<https://sites.google.com/site/wcag2ict/glossary-edits-post-2nd-public-draft#TOC-programmatically-set>.  
The problem is with the construction "...accessibility services of 
software including assistive technologies..." that appears in both 
terms.  AT isn't a subset of "accessibility services of software".

Gregg and I discussed this some in e-mail over the weekend, and I've put 
together a new survey with an approach at dealing with this issue.
