Contrained vs. chartered or mandated

Regarding our discussion today at the end of the call, I think the words in
OUR proposed 2.4.1 sentence that give the wrong impression when used in the
context of M376s omission of 2.4.1 are the words  "ALL" and "CONSTRAINED".
How about simply restating the sentence in the charter which contains
neither the word CONSTRAINED nor ALL.

 

"The WCAT2ICT group is chartered as follows: This document does not seek to
determine which WCAG 2.0 provisions (principles, guidelines, or success
criteria) should or should not apply to non-Web ICT, but rather how they
would apply, if applied."

I think this explains the discrepancy between the WCAG2ICT and the M376
standards well without giving the wrong impression about our group think,
one way or the other...

We don't necessarily have to say ALL nor do we have to say constrained...
which are the words that give the impression that we would omit 2.4.1 if
allowed in the charter... which is not what our group would do.
