In 2.1.2, and 3.3.4 we have -- "This applies directly as written, and as described in INTENT from Understanding WCAG 2.0 (above) etc. However 2.1.2 has "PAGE" and 3.3.4 has "Web Page" in the success criterion we might have missed it in 2.1.2 because it was "page" instead of Web Page .
