Please see Proposal #1b at https://sites.google.com/site/wcag2ict/home/2-operable/24-provide-ways-to-help-users-navigate-find-content-and-determine-where-they-are/246-headings-and-labels The proposed note is: Note that in software UIs, labels include those static text components that label associated editable text fields (e.g. the static text component "Name:" to the left of an empty edit text field waiting for user input), and headings include those static text components connected to a group of related radio buttons or other groups of related user interface components (e.g. the static text component "Choose a color:" above the radio buttons "Red", "Green", and "Blue). Platform accessibility services commonly provide a way to link labels to the user interface component(s) they are labeling, and to link headings to the group(s) of user interface components they are headings for.
