RE: WCAG WG decision on SC that we sent for their approval

With regard to a statement about non-web electronic documents without interactivity beyond hyperlinks automatically complying with much of WCAG, I would like to observe that the way such documents automatically meets  a success criterion like 3.2.1 On Focus is quite different from the way content without features (e.g., input fields, error prevention) automatically meets success criteria.

Last Thursday the WCAG working group reviewed our proposals for SC that we have reached consensus on. This note is a summary for our meeting tomorrow.

* 1.4.5 Images of Text
* 2.1.2 No Keyboard Trap
* 2.3.1 Three Flashes or Below Threshold
* 2.4.4 Link Purpose (in context)
* 2.4.7 Focus Visible

Accepted if we agree to very minor modifications:

* 4.1.1 Parsing - Peter has a WCAG action item to work with Loretta, Bruce, Michael, and James to draft a new proposal
