Accessibility threshold for ICT - when is accessibility not relevant?

Hi there,

I hope you are well. I am developing guidance for accessible procurement.

Does w3 have guidance for when digital accessibility is not relevant to ICT? For example, when there is no user interface?

Thanks in advance for your assistance.

Kind regards,
Ruby
