Comment LC-1080[1] requests an additional failure for 1.3.2 about removing
the default underline from links. I agree that it would be worth it to
add an HTML failure that is specific to links. I would make it more
generic, though. Perhaps, "Failure due to distinguishing links by color
alone". If the group agrees that this failure is needed I will draft it.
