More conformance proposals for review

A number of comments could be resolved with 1 single explanation that we have
now changed the Baseline idea and that commenters should reference the
conformance section:

Also, there are a few which could be resolved by one single answer explaining
that scope-out has been removed:

There are also several which ask for the rational for the lack of requirement
for validation/standards. Many of these are currently sitting under
http://www.w3.org/WAI/GL/WCAG20/issue-tracking/search_results.php?terms=4.1.1
I propose classifying the one which could be resolved with a standard answer.  I
attempted a standard answer in this issue (element no.2 )
