A clarification on the level changes items: The changes of levels recorded as "action items" in these issues are all proposals to change levels. None of them have been accepted by the working group yet. This survey will need explanation at the beginning to explain that many of these are level change proposals. They are my best effort to apply the current level definitions to the success criteria where commenters have asked for a changed. If people disagree with the level change, they will need to provide the rationale for why it is at its current level. This may mean adding to our level definitions.
