Tim, Issue 6: Because this in the 'Understanding WCAG' document I do not think we need to worry about testable as much as a normative document. We want to gice the readers an idea of what to do. I do like your wording, though like you said less perscriptive.........may I suggest.......... "If you can't avoid building stairs, provide an easily identifiable and noticeable alternative (at the main entrance), such as, locating an elevator in a place that is as just as available to a user as the stairs are." (That is kinda wordy........)
