I might put it at the beginning of the Understanding WGAG2.0 document [1], since this document contains the "related resources" for each of the techniques. [1]: http://www.w3.org/TR/UNDERSTANDING-WCAG20/ I might also put it at the beginning of the WCAG2.0 Techniques document [2] as well, since each technique has a "resources" part..
