Status tables for GL 2.4 and GL 3.1

The status tables for these GuideLines are being maintained on the Team
B work page in the wiki:

I've updated them to reflect the current state of proposals. I included
the table for 3.1, even though we haven't started reviewing the 2.4
proposals, in case people would rather work on those techniques. Please
pick some of the missing items and add your thoughts to the wiki pages.
If you aren't comfortable with the wiki, feel free to send them to me,
or to the list, and I'll add them.
