Updated technique for SC 1.3.3







I have updated the technique for success criterion 1.3.3, Marking 
emphasized or special text. [1], based on the input from the 1.3 survey 
[2]. I updated the Applicability, Description, Procedure and Expected 
Results section. Please review and see if you think this is ready to 
present to the larger group.  I did not address Yvette's concern about 
making this into two techniques.  Yvette, if you still feel strongly about 

that can you make those changes?
