Updated technique for SC 1.3.5

I updated the general technique, [1], for success criterion 1.3.5 based on 
the feedback from the recent survey [2].  This one had several changes.  I 
reworded some of the bullets in the description to make it less HTML-like. 
We may still want to remove the bullet about lists - I think it may be 
covered by the bullet above.    I also rearranged the wording of the first 
sentence of the description to make it contain less "how to" type 
information (as commented on in the survey).  I added some examples.   I 
reworked the Procedure section (but I preserved the original procedure 
since the new one is quite different).  Please review.
